  • 9.00am - 12.00pm Saturday

Phone bookings can only be taken during business hours. Alternatively you may submit your booking online.

Before Library Opening Hours Access

If your booking start time is between 9.00 – 10.30am you will need to buzz the intercom (near delivery area). A staff member will let you in. 

Seminar Room

  • Accommodates up to 80 people, per room, seated in rows
  • Kitchenette available – (refer to notes)
  • If any of the below equipment is required, please make this request at the time of booking:-
    • Equipment available (included in hire fee) projector and screen, electronic whiteboard, teleconferencing unit, laptop, web camera, whiteboard, 9 tables, 80 chairs.

Room Set-up

Set up and pack up of rooms is to be organized by the Hirer. Library staff, if available, may be able to help.

1. Bookings:

  • All bookings are tentative until online booking form received.
  • Cancellations: At least 24 hours’ notice is required for cancellations.
  • Council reserves the right to refuse any booking or to cancel a booking already made and will refund the hirer any monies paid to Council. The Council will not be liable for any loss, injury, damage or otherwise in consequence of exercising its rights.

2. After Hours Bookings:

  • For bookings outside of Library hours - keys and security codes will be given out/signed for on the morning of, or on the day prior to the event. Keys must be returned to the Library the next day or next working day after the event.
  • A replacement fee will be charged for lost/unreturned keys. (See Fees and Charges Schedule).

3. Insurance:

  • Hirers must provide a copy of their Certificate of Currency as evidence of public liability cover of at least $20m. This certificate must be produced at least 48 hours prior to the day of use.
  • Casual hire refers to Council owned facilities. A casual hirer means any person or group of persons (not being a sporting body, club, association, corporation or incorporated body), who hires a Council facility for non-commercial or non-profit making purposes, less frequently than once per calendar month or twelve times per calendar year. The excess for each and every claim is $1,000.

4. Fees

  • Charges for the Seminar Rooms and Meeting Rooms are calculated according to Muswellbrook Shire Council’s Fees & Charges Schedule which are current for each financial year. All fees and charges are GST inclusive.
  • An hourly rate fee applies for each hour of use and part payment is not permitted.
  • All hire fees are to be paid on or by the day of use unless the hirer requests an invoice.
  • Council has the right to set out special conditions and hire fees for any activities or functions not covered in the current Fees & charges Schedule.

5. Usage

  • Loss or Damage to Property: It is the responsibility of the hirer to pay for any loss or damage to property, walls of the building, furniture, fittings, appliances or equipment. The decision of the Manager Library as to the amount payable shall be final and binding upon the hirer. It will be either replacement or repair cost, whichever is applicable.
  • Meeting times are to be strictly adhered to so as not to inconvenience other users. The Hirer shall ensure that all persons have vacated the meeting room by the finishing time agreed to, as stated on the booking form.
  • The walls, and any other part of the building, shall not be pierced by tacks or other contrivances, nor shall any writing, adhesive tape, blue tack or similar reusable & non-reusable adhesives be used on the walls.
  • It is the hirer’s responsibility to maintain proper order by participants of their function in the area hired and its surrounds.
  • Advertising: No advertising of any description shall be permitted upon or in any part of the premises or grounds unless approved by the Library Manager.
  • Smoking is not permitted on Library premises.
  • Muswellbrook Council shall not be responsible for or incur any liability in respect of any loss occasioned to the hirer through accident of any kind or failure of the power or other facilities or any other unavoidable cause.
  • Alcohol is not permitted for any functions in the Seminar rooms.
  • Neither Muswellbrook Council nor any of its officers shall be in any way responsible or incur any liability for any damage to or loss of any property whatsoever place in the building or grounds by the hirer or any person on behalf of the hirer.
  • The use of any sound equipment is prohibited without the permission of the Library Manager.
  • The use of the meeting rooms does not constitute an endorsement by Council of any organisation’s policies and beliefs.
  • Emergency Exits and doorways must remain clear at all times.
  • When directed by staff to leave the building, evacuation procedures must be strictly adhered to
  • Fire safety equipment must not be used except in case of tire.
  • Council reserves the right to declare the meeting room unfit for use or occupation at short notice and will not be liable for any inconvenience caused.
  • Meeting rooms must be left in a clean state, all rubbish to be placed in bins provided. Any additional cost and expense incurred by Council in cleaning the facility will be recovered from the Hirer. (Refer to Fees and Charges Schedule)
  • In the event of any dispute or difference arising as to the interpretation of these Terms & Conditions or as to the meaning of them, the decision of the Library Manager shall be final and conclusive.

6. Kitchenette: There is Kitchenette access for your convenience. Tea, coffee, sugar and cups are supplied. There is a small bar fridge for hirers’ use. Please provide own milk.  Catering is not provided.

  • The kitchenette is only available for the Seminar Rooms. It is not available for the upstairs meeting rooms.

Emergency Procedure for room hire outside of normal business hours:

Hirer is responsible for their attendees.

  • At commencement of event please make all attendees aware of where the facilities and exit doors are.
  • In case of an emergency – fire etc. - emergency alarm will sound – please evacuate the building immediately. Emergency assembly point is near the tree in the middle of the car park at the rear of the library.
  • Call 000.
  • Wait until authorities give the all clear before re-entering the building. Do not re-enter the building before this clearance.
  • Hirer to notify the Library Coordinator in writing, as soon as possible, giving a detailed explanation as to what occurred.
  • In the event of an emergency, hirers are responsible for the evacuation of all attendees. Further information on after hours emergency procedures can be found here.
